The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are released from different nations. Immense energy is devoted on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capability enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on external assistance – a need that regional partners are demonstrably unable to replace in the short term.

Failed Diplomacy

The 28-point plan from American leadership sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to compel Moscow to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until circumstances change in its benefit.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, personal considerations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
